KAMPALA — The Uganda Chamber of Energy and Minerals (UCEM) has appointed Jimmy D. Mugerwa as the new Chairman of the Board of Trustees, succeeding the esteemed Sir Richard Henry Kaijuka.

The announcement marks a significant leadership transition at the Chamber, which serves as a key platform for advancing Uganda’s energy and minerals sector through policy dialogue, investment promotion, and private sector collaboration.

Mr Mugerwa currently serves as the Honorary Consul of Norway in Uganda and is the Founder and Chief Executive Officer of Zoramu Consulting Group Ltd. His appointment is expected to strengthen UCEM’s strategic engagement with both government and international energy stakeholders.

With over 30 years of leadership experience in the oil and gas industry, Mr Mugerwa brings a wealth of knowledge and regional expertise. He previously held several senior positions at Tullow Oil, including Managing Director for Uganda, Group Head of Infrastructure and Organisation, and Group Africa Advisor in London.

Before joining Tullow, he spent 19 years at Shell Oil across Africa and Europe, serving as Senior Regional Advisor for Sub-Saharan Africa in The Hague, Managing Director and Country Chair for Shell Kenya, and General Manager for Shell East Africa.

In Uganda, Mr Mugerwa has also chaired the Presidential Investors’ Round Table on Oil and Gas, providing advisory input to government on attracting and managing investments in the sector. He currently sits on the boards of DFCU Group, Uganda Breweries Ltd, and the Mengo Hospital Board of Governors, and is a board member of the Private Sector Foundation Uganda (PSFU) and Diageo’s East African Breweries PLC.

UCEM officials said Mr Mugerwa’s appointment comes at a pivotal moment as Uganda prepares for first oil production and deepens its focus on sustainable mineral development. His experience in corporate leadership, public-private partnerships, and regional diplomacy is expected to help UCEM navigate the evolving energy landscape.

“His vast experience and deep understanding of Uganda’s energy and extractives sectors make him the right leader to drive our agenda of sustainable growth and responsible investment,” a UCEM statement read.

Beyond his corporate responsibilities, Mr Mugerwa is known for his commitment to community and leadership development. A passionate golfer and long-serving Rotarian, he was the Charter President of the Rotary Club of Kigo Seven Lakes Golf.

As Uganda continues to position itself as a regional energy hub, UCEM under Mr Mugerwa’s leadership is expected to play an even more influential role in shaping the country’s investment climate and policy direction.
