Pearl Bank, formerly PostBank Uganda, has hired Dorcas Kiwemba Balimukuubo from Standard Chartered as chief legal officer and secretary.

Kampala, Uganda – Uganda’s state-owned Pearl Bank has appointed Dorcas Kiwemba Balimukuubo, a lawyer from Standard Chartered Bank Uganda, as its chief legal officer and company secretary.

She takes charge of the lender’s legal affairs and board governance at a time when the bank is still settling into its new identity. Pearl Bank was known as PostBank Uganda until last year. Its shareholders approved the change of name in June 2025, and the new brand was unveiled to the public in November 2025.

Balimukuubo joins after more than eight years at the Ugandan unit of Standard Chartered, the London-headquartered banking group. There she served as country legal counsel and assistant company secretary, providing legal and governance support to the board, executive management and business units.

According to Pearl Bank, she has more than 14 years of experience in financial services. In her new role, she will advise senior management on regulatory compliance and legal risk.

Before Standard Chartered, she worked at Ecobank Uganda, part of the pan-African Ecobank group. She began her banking career there as a legal officer and rose through more senior legal roles, including acting head of legal.

Earlier, she practised as an advocate with the Kampala firm Capital Law Partners & Advocates. She advised clients on corporate, commercial and banking matters and handled litigation.

Her work across these roles has covered corporate governance, financial services regulation, litigation management, and credit and recoveries. Her responsibilities have included running company secretarial functions, managing litigation and external lawyers, and advising on major transactions.

Pearl Bank says she combines legal expertise with commercial judgement in advising the business.

Balimukuubo holds a Bachelor of Laws (Hons) from Makerere University in Kampala and a graduate qualification from the Chartered Governance Institute UK & Ireland. She is a member of the Uganda Law Society and the East African Law Society.
