Collin Babirukamu who has been appointed head of IT at Bank of Uganda

Sources have intimated to this website that the appointments are geared towards strengthening the bank’s management structure following last September’s incident when the bank irregularly paid more than Shs50b to a wrong company.

Collin Babirukamu has been appointed the executive director of Information Technology (IT) at Bank of Uganda (BoU).

Also appointed is Ms Ann Margaret Kasule who is now the executive director legal services at the central bank.

Babirukamu has been the director of e-government services at the National Information Technology Authority – Uganda (NITA-U). He replaces Mr Richard Mayebo, who joined the Central Bank in 1987 and retired late last year. He was elevated to executive director, IT last August from director IT, which position was filled by Mr Edward Mugerwa.

Ms Kasule, who has previously served as director of the legal services will serve in the expanded position of executive director, legal services, which was created during the 2023 restructuring spearheaded by the consultancy, KPMG.

Prior to joining NITA-U, Mr Babirukamu worked as chief information officer at the National Social Security Fund (NSSF), cloud territory leader at Oracle East Africa, which vends IT solutions and for which BoU is a [former] client, and as IT consultant on the government’s digital cash transaction portal, the Integrated Facility Management System (IFMS), which senior IT officials in ministry of Finance fiddled with last September and spirited away Shs50b.
