Kampala. The government has reaffirmed its commitment to supporting the development of internationally branded five-star hotels as part of efforts to attract high-spending tourists and increase tourism earnings.
Officials from the Ministry of Finance, Planning and Economic Development made the pledge during an inspection visit to a luxury twin-tower hotel under development on Ggaba Road in Nsambya, Kampala on June 6, 2026.
The team, led by the Director for Economic Affairs, Moses Kaggwa, and Commissioner for Tax Policy John Byabashaija, toured the property to assess progress ahead of its anticipated opening.
The officials were received by businessman Ponsiano Ngabirano, the founder of Capital Shoppers and chairman of the project.
Speaking after the tour, Mr Kaggwa said the hotel is among the strategic private-sector investments that government is supporting under its tourism development agenda.
“Part of government policy is to support internationally branded five-star hotels that can attract high-value tourists,” Mr Kaggwa said.
He explained that tourism remains one of the country’s priority sectors under the government’s economic transformation strategy, with a target of increasing both tourist arrivals and tourism revenues.
“Our objective is not only to double the number of tourists coming into Uganda but also to increase the amount of money each visitor spends while in the country,” he said.
The luxury development comprises a five-star hotel and executive serviced apartments targeting premium local and international clients.
According to the developers, the property is being managed by Marriott and is in its final stages of preparation ahead of commissioning.
Marriott’s management team is already on site overseeing final works and operational readiness before the facility is officially opened to guests.
The project adds to a growing number of high-end hospitality investments in Kampala as Uganda seeks to position itself as a competitive destination for luxury tourism, international conferences and business travel.
