Uganda's IRA and UIA launch a pilot for digital motor insurance stickers, aiming to boost security, efficiency, and combat fraud in the sector.

KAMPALA, Uganda — The Insurance Regulatory Authority of Uganda (IRA) has launched a pilot program for a new digital motor third-party insurance sticker, Chief Executive Officer Alhaj Kadunnambi Ibrahim Lubega announced Friday.

The initiative, developed in collaboration with the Uganda Insurers Association (UIA), aims to combat counterfeit stickers, reduce fraud and enhance efficiency in the motor insurance sector.

“This initial rollout will help fine-tune systems ahead of a full nationwide implementation,” Lubega said in a public notice.

The pilot phase began July 22, 2025, and is scheduled to conclude on Sept. 30, 2025.

It encompasses all insurers, the Uganda Traffic Police and vehicle owners across the country.

The new digital Motor Third Party (MTP) sticker will replace the traditional physical version and be verifiable electronically via a centralized MTP payment platform.

Lubega outlined the primary objectives of the initiative, stating it seeks “to strengthen security of the stickers by reducing the risk of counterfeit stickers and fraud in the system.”

He added that the program will “improve efficiency by eliminating manual processes and enable faster and more reliable verification.

“The digital approach is also intended to enhance user experience making it easier and more convenient for motorists to access and manage their MTP coverage digitally,” and “boost compliance and encourage motorists to purchase valid MTP insurance through accessible and transparent systems,” Lubega said.

The IRA and UIA are urging the public to cooperate and actively participate in the pilot program by providing feedback.
