The Executive Director of Uganda Virus Research Institute, Prof. Pontiano Kaleebu, has been criticised over allegations that he is promoting nepotism by employing and promoting his relatives and friends.
While it is permissive for the nephew to be employed by the government of Uganda and supervised by his uncle the Director, multiple sources at UVRI contend that several of Prof. Kaleebu’s relatives hold full-time positions at the Medical Research Council while simultaneously occupying senior government roles at the institute, potentially hindering the career advancement of other qualified scientists.
For instance, further allegations suggest that Prof. Kaleebu appointed a relative as head of virology, despite their ongoing absenteeism due to full-time commitments at the MRC research units.

Meanwhile, we learnt that UVRI has numerous capable leaders and talented scientists responsible for the scientific achievements reported in the media. Unfortunately, they face unjust hardships, office abuse, and other forms of oppression simply because they are not related to Prof. Kaleebu.
Several individuals interviewed were very frustrated to read the Professor’s assertion that promotions at UVRI are based on performance and offered by a promotions committee that is unknown to be in existence based on further inquiry.
However, the Professor has denied the allegations, claiming that the Inspector General of Government and related authorities exonerated him of office abuse and nepotism.
But several concerned staff urge the appointing authority to address the issues of nepotism and sectarianism at UVRI.
“These practices have persisted for decades and are deeply demoralizing and harmful to the well-being of scientists who have invested significant time and effort in attaining the required academic qualifications and experience, only to face years of frustration in their careers,” one of the staff, speaking on condition of anonymity, said.
“Prof. Kaleebu’s ongoing perpetual deception and nepotism has stifled merit-based opportunity at UVRI, and these concerned individuals urge authorities to take action before the legacy and success of the institution is irreparably damaged,” the staff adds.
